I would say it comes down to choice 2 or 3.
2- Would still allow for 150+ regen in gear so I think that, yes this is a good choice but we still need more.
3- this might be the answer with a few exception. We limit life regen # you can have to something that allows for any character vs character to sustain a duel with.
ie. a wiz with even 40-50 life regen can out match a barb due to a high amount of dmg reduction via diamond skin while the barb struggles to output dmg because most of his time is spent trying to close gaps and when he gets in close diamond skin goes up.

I would say we need to carefully come up with a certain number of life regeneration to limit the duels to, rather than the items themselves.
I am trying to think of a good way to test this and a few things come to mind.
We could shoot for duels that last 30 seconds to a minute to keep things interesting and intense rather than drawn out.
By doing this we would restrict rep to a certain number, and test a lot of different match up's using this same, or close, number of rep and see if most of the duels end up roughly in the same time period.
I have always felt as well that breath and serenity with heal was overpowered since it equates to 70++ rep in a long duel which stacks up with existing rep.
Interested in hearing what other people think.
Its really hard to ban something with, well, no exact stat
I mean, banning items that has reg won't happen, and it also seems pretty stupid to me, specially to just ban it if you really dont need it
People might say they want their boots since it has both x stats, ms and reg, while I decided that it would be unfair to have reg and just go stats

I actually just think we should set a cap at 150 or so
And there will always be running in duels, they will most likely also take longer than 30s - 1min, even without reg
