No, most of this isn't good advice, given what his problems are -- his EHP is too low to be doing the mp his dps dictates he should be doing. If he got inna's pants and lacunis, he would lose 356 vit and 126 AR from his current rare pants/bracers with only some of that replaced by inna's/lacunis unless he spends a fuckton of gold. He does need movespeed, but that can come later, he needs some other pieces to free up his flexibility.

You also lose 3%LS, which if you had, you could swap out bloodthirst for a more defensive passive, like tough as nails, which is worth 1000-1500 armor, or supersititon if your AR is lower, but armor is decent.
-- The second problem (for most barbs, not you) is in order to retain the 2pc IK bonus, you need IK gloves, the problem there being good IK gloves are fucking expensive. Good rare gloves like 140 str, 80 vit, 9 cc, 40 chd or 140 str, 70 AR, 9 cc, 8 ias are roughly 25m. Those same stats on IK gloves are 250m.
-- The way around these problems is gold. If you're going to upgrade to witching hour, make sure it's a good one, either 150str/80+vit or 150str/60+AR or all three stats if you're rich enough. At the same time, plan out your IK gloves purchase simultaneously and make sure you don't lose dps or ehp while swapping out rare gloves + IK belt to IK gloves + WH or else the dps gain from WH's 9/50 will basically be a wash. It's a headache, which is why I believe WH is a high end upgrade. IK Belt does a very good job well into mid-upper tiers.
So my advice to you is to get the IK Chest upgrade first. Trade your WH for an IK belt like I mentioned above. Once you have those down, you can think about swapping your pants for inna's and your bracers for crit lacunis (get 9% ias on both). You should also consider swapping your IK gloves for rares with str, AR or vit, and 8-10cc/9ias. That would give you 9+9+9+6 = 33% ias which gives you the 2.50/2.86 breakpoints on your weapons. Somewhere in there, you can swap our war cry for overpower-killing spree. It's a huge dps boost. This isn't cheap, but 170k+ unbuffed dps that isn't a glass cannon like yours isn't cheap.
