Unfortunately i think this is the case in diablo 3, however i think 42 will be a very challenging and fun bracket due to the difficulty in finding gear but still having a large variety of some of the main skills for characters.

There doesn't have to be one specific bracket either, as in d2 we came to realise a lot of levels had there benifits, thus 9/12/14/15/18/21/25/29/30/39/49/59 were born.
It will come down to who wants to play which bracket for which reasons they have.
A 41 bracket would be just as good as a 42 bracket, just without the -lv18 req lv 60 gear.
At the end of the day though, gear wise in lld, it will be primary a game of scooping up -lv req items to achieve higher than normally possible stats for any tier 30 and above.
This is why i look forward to a lv19 or lv20 bracket as well
