I am really looking to up my DPS to 100k+ un-buffed
I would also really like to get my Crit chance up as well without risking too much of my survivability.

I have a relatively small budget (5M) at the moment, I haven't had too much luck with insane drops yet. I am also currently working towards attaining a dexterity hellfire ring in order to raise my paragon level which is currently 22.

Any advice in terms of gear/skill enhancements would be greatly appreciated.

Wont take much gold to improve his dps significantly but to make him more "tanky" would probably be for him to lose the andys and get about 100-200 more all res.
Just have a look at my DH and you can buy some similar items and with his vitality he should be able to withstand some with just a little more res. My build can take a beating but at mp4+ it's a little more dodging and so on.

Some of my gear isn't very cheap but just focus on getting more res and more cc/attack speed.

I'd change Andy with a Mempo (you can get a cheap one for 5M or so), get a nice Dead Man Legacy for around 15M with 19-20 IAS and 10 CC and try to get Nat Armor + Ring and better Shoulders for sure

That Seven Sins needs to go.. you can grab a pair of 200+ dex/vit Vile Ward's for under 22m.

What gear should I uppgrade for more damage and survivability. Right now i can take mp 3, but having trouble with low dmg in 4+.

dont know what to sacrafice to not die in one hit dps could be better overall but i need to do something different.

You can easily beat the DPS from that 2 socket manticore with that of a 1 socket manticore (you can roll stupid high dex and base dps is not that expensive). I have been running my 1 socket manticore for a while now, it is obviously my worst piece but at the same time its hard to make a significant upgrade because it has pretty good stats and gives me more DPS than a 1150 dps + Dex + 2 socket manticore would. I suggest using a damage calculator to decide your upgrades.

As for the DHs looking for an overall upgrade in DPS and EHP. Best route to take unless you have about 500m - 800m to spend is to go Inna's Pants + Rare Braces + Inna's favor. These 3 items will be the cheapest source of EHP + DPS(200-300m for really good pieces that can't be beat under 800m while maintaing/gaining EHP+DPS going the Lacuni's Route). Dex, All Res Vit, Crit Chance bracers should be decently cheap these days since people are just going lacunis (most lacunis when you go cheap just place a HUGE burden on your EHP not to mention their dps is not THAT high if you are spending under 2-300m on this piece alone).

Cheapest source for a DPS gain if you are using a 2 Socket Manticore Under 1100 base DPS is to go for a 1 Socket 1250-1300+ Dex 1 Socket Manticore

Cheapest source of EHP+DPS is to go the items i mentioned above, a lot of people don't know but it takes a good 85+ Dex 9% IAS 42% CD+ Witching Hour to beat a decent Inna's Favor (with the inna's 2 piece bonus of course -- you can probably even get EHP on this piece and stlll come out spending less and getting more), so it's not worth it unless your budget can handle it.

As far as farming goes, farm what is EFFICIENT/FAST and EASY for you -- 8-12 min alkaizer routes whatever mp you can do this in do it. If you are farming mp1 and it takes u 12 mins and you're dying a couple of times you'd be doing yourself a favor by going down to mp0.
