The weapon damage on the seperate hands have to fall withitn a certain value or something like that.

This only worked when Whirlwind ticks were based off mainhand damage.
This hasn't been relevant since like patch 1.02 or patch 1.03
Also shortly after introducing kadala and transmogs and all that they removed the ability to roll damage off a weapon for this exact reason. People don't realize that base damage roll is the only thing separating their weapon from having pre-ROS tier damage output.
