I'm looking for useful discussion of what gear I should upgrade, so this may veer off into TL;DR territory.

http://us.battle.net/d3/en/profile/Maniacal-1981/hero/13154991I was indecisive for a while over whether to use the boots/ring slot for 2-pc new Nats for the 7.0 cc or if I should go with Zuni boots for the 7-8% poison on a black damage MH and then pick up a rare ring or SoJ. I'm currently toying around with the Zuni boots option, but haven't quite made a decision. Since I'm already stuck on a black MH due to the Inna's belt that I need to preserve set bonus for sweeping wind, it seemed reasonable to try the Zuni boots out. Opinions?
Additionally, what pieces of gear should I upgrade next, and what sort of stats should I be targeting? I know my HP and resist are low right now (33.5k and 650), so I'm aiming to improve, but I am wondering what heuristics exist for target values for a good monk. I've noticed that I don't like being much below 700 AR, but for HP I've got less of a set point in mind... is 40k a safe lower target? 35k?
Finally, how exactly does cyclone work and how does its damage scale? The duration of the cones seems to be constant, and they are produced from critical hits only of some subset of possible attacks (spirit generators?). The damage they do is dealt as ticks over time... is the rate of this affected by ias, and, if so, how many ticks do I get for certain ias ranges? Is it based solely off of MH weapon speed, or is it based off of aps? I've been trying to reason through how cyclone damage should be calculated into a statsheet, but haven't reached any conclusion yet. Any good resource or discussion of this would be very appreciated. The obvious thing is that more cc means more cones, more cd affects cone damage in conjunction with cc, and ias allows for more cones to proc (but may also affect the cone damage output, making it nonlinear in effective dps as opposed to linear in statsheet dps), but I can't reason exactly how to model cone damage. It seems like prioritizing cc over both ias and cd is correct, but finding the right ias/cd balance is proving to be tricky, mostly because I don't actually understand how my character works.
