Storm Chaser is done for, they added a new line in the patch notes

Skill Rune - Storm Chaser
Proc coefficient reduced from 0.5 to 0.125

For those who want to continue using a CM build, what has the next best proc coefficient?

Is CM even viable now?

WW because 3 seconds of freeze is plenty of time to setup. Failing that, Spectral Blades is the go-to, together with meteor. Meteor with star pact has the lowest AP cost, but liquify has the highest procs.
