Ah, I've forgotten to mention that this would only work for a 2-hander. 1-handers are too fast and will waste arcane power too rapidly.

As it is currently understood among mathematicians and experimenters, channeled spells (like Hydra and Ray of Frost) draw power from Dps. The higher your Dps, the harder Hydra will hit. On the other hand, spells like Arcane Orb, Blizzard, and Meteor depend on average character damage (which is based on average weapon damage).
As for the + (poison/arcane/cold/etc.) damage modifiers:
They are already calculated into the white minimum and maximum damage numbers and the DPS on the weapon.
