Yes, start on machines of war quest.
I think majority of people were starting from town every time

Starting on Machines quest still starts me in town

Did you get the cinematic + checkpoint when you first clicked the arreat portal?
Works for me just fine. Make sure you click the very first Subquest of the Machines quest, not ballista.
