Yeah, it's not an exact build. The only thing that should really stay constant is Hydra , Energy Armor, and Magic Weapon. The other three skills may be switched as preferred. I really, really wish I could edit my original post right now--there would be so much to add/alter.

Well, in terms of passives, I would advise you to switch out Cold Blooded for something a tad more useful--like Astral Presence, Arcane Dynamo, or (best yet) Blur. Cold Blooded is useless with Blizzard, and you should really only use it with Ray of Frost.
Do you use Blizzard as well? If you do, then your skill-setup is perfect enough for A3+ kiting.
If you're having trouble, it's most likely due to gear. The number one thing I suggest getting is around 25% increased run speed--this is unrivaled in terms of kiting benefits. And, although this might be different for another player, all I needed for A3 and A4 was more DPS.

As qgan has stated, one of the advantages of using a 2 hander originates from accessibility. It's cheaper to purchase a high DPS 2 hander than it is a 1 hander and an orb. Another advantage of using a 2 hander stems from much, much higher average damage per hit--this is very important if your build incorporates Ray of Frost or Arcane Orb as primary attacks.
A 1 hander, on the other hand, has the advantages listed by qgan.

Haven't had much luck in farming (scrub at being wiz/kiting?) and I've been jumping between A2-A3 doing ZK runs and Siegebreaker in Inferno.
Problem is, I can only run Siegebreaker doing MF gear swap (~200 MF) and w/o stacks because I can't kill mobs. ZK runs w/ 5 stacks are do-able (depending on mob affixes) but very slow.

Your build is fine, so that's not a problem. No, it's all about gear.
To make A3 and beyond much easier, you need more DPS and just a little more life. 30-35k HP would be perfect until you're a billionaire and could afford to have 70k without losing DPS. Your DPS, however is way too low. I have 55k buffed, and some elite mobs take me a long time to kill, so I can only image how long it takes you . . .
A better weapon and some more int would go a long way to improve your performance. 4 mil is more than enough. Additionally, I would suggest increasing your movement speed from 12% to something closer to 25%.
