Since we're not sure about how Blizzard rounds, we always round up to calculate ias needed. With a 1.45 EF, you need 57.04% ias without enchantress (2.85715/1.45 - 1.4), so the suggestion is usually 58% to be absolutely sure. Your onscreen number may not reflect your actual aps since Blizzard is rounding to 2 decimal places to display. For instance, if you had 2.85666 aps, Blizzard would (likely) display that as 2.86 on your screen, when the breakpoint is really 2.85715. It's hard to be sure without testing, so go with it if you feel comfortable.
I've also played around with the 2.86 bp for a few weeks and while it's fun, you tend to gimp your dps too much to achieve it, unless you have very expensive trifectas in the relevant slots. I've since moved down to 2.50 bp and removed ias from my rings, ammy, and gloves and replaced it with chd, which helped my dps tremendously. You can achieve 2.50 with ias from mempo, lacunis, inna's pants, and 1 more 8-9% ias piece (I use a witching hour, but not using IK belt is another expensive headache on top of the expense of the witching hour itself).
