As far as I know, you cannot relink other people's items. But I do believe most chat is transmitted in cleartext, so you could probably grab it with, say, Wireshark, when they link the item to you.

This is of course assuming they link it from the Main Menu and not in-game, because as you saw in-game links do not work.

But I have not tested this, so honest answer: No idea.
