I might be wrong, but I find the ias breaking points much more usefull to look for only on main hand. It's much more important to reach a higher breaking point since it goes for 2/3 of ur dps and also because of 10% extra crit from weapon mastery (better fury regen).
Note if u get an axe with 11% ias ur attack speed will be 1.44 + echo 0.25 = 1.69 base ias compared to a normal mace 1.2 + 0.25 = 1.45. All your ias modifier will base on 1.69 instead of 1.45 which is 16% extra for each additional attack speed.
If u have two identical dps/stat weapons. One faster other bigger dmg but slower (perhaps an axe and a mace) then average dmg will give bigger % modifiers to the faster weapon. I cant see how any other modifier would matter.
Screw oh breaking point / dual weilding breaking points get ur mainhand to proc like crazy instead. This is my advice

nados go by mainhand dmg only regardless of what weapon/speed they are using, the 10% crit bonus from weapon mastery applies to both weapons
you dont want an ias mainhand since then the raw damage will be lower for the dps
so, you want high raw damage slow mace as mainhand, then EF oh to boost up its speed base, and if anything have a faster OH so that sometimes your high raw damage mainhand nados will go by your offhands higher speed
