Yes the quick formula for calculating what you need for breakpoints is (Breakpoint_You_Want / Your_Weapon_Speed) - 1.4 (1 + .15 from DW + .25 from WOTB) - 0.03 (enchantress, if you're using her).
So, in your case, it would be (2.50 / 1.45) - 1.4 = .324 or 32.4%, so round up to 33%. The next breakpoint is 2.857, so for you, it would be (2.857 / 1.45) - 1.4 = .5703 = 57%. I'm actually not sure how the game calculates it, so I'd say 58% for sure. 58% is quite a lot (6 slots with max 9% ias is 54%, plus a seventh slot with 4% or more) and it's usually not worth going for until you're at the top tier and can afford trifectas everywhere.
As far as upgrades... I always ask, what are you aiming to do? Farm XP? Farm Loot? Do MP8 ubers? MP10 ubers? Answer that first, and what you will (or will not) need will be much clearer to you.
Looking at your setup, you don't have 24% movespeed, which is very important to efficient loot/xp running. You also don't have the 2pc IK set bonus, which is very good and important to your EHP, but that's dependent on what MP you're doing. The belt is usually the best cheap option to pair with the chest unless you can afford a great pair of gloves. You should also look into an IK chest with over 200 vit.
