Not entirely sure what you mean with the bolded...and jesus christ no need to get all defensive and conceptual, I'm just pointing weapon IAS effects on the orb may make two weapons of equal DPS differ in actual DPS.
But i'll reiterate some concepts as well
1)Attack speed on the weapon is multiplied by attack speed from armor (gloves, amulets and rings).
2 (theory)) Attack speed increases on a weapon are part of the weapon's attack speed. Thus not added to the attack speed from gloves/amulets/rings.
3) Orbs add to the damage per hit of your weapon, thus will be multiplied by the weapon attack speed and then ONCE AGAIN by your gloves/amulets rings.
1 is exactly what he meant with his bold.
2 is a restatement of 1
3 is fundamentally correct too, but you can also take a 1000 dps 2h weapon and "split" it into a 800 dps "1h" and a 200 dps "offhand". The 800 and 200 are also both increased by armor/jewelry ias.
EDIT: I saw this as I was reading up

First I replaced my 1 hand 900 1.40 wand and source with a 2 handed 1250 dps wep. Increase my dps from 31000 to 40k when buffed.
No source can do this
Not true. Coupled with a ~250 average offhand, your wand+offhand effective dps becomes (900/1.4 + 250)x1.4 = 1250 (on the dot). In addition, a 900 dps 1h is "fundamentally" equivalent to a 1150 dps 2h, so it wasn't even fair to compare them to start with.
EDIT 2: I suppose 950 1h's are similar to 1250's in price, and this doesn't even take into consideration the cost of a high damage offhand. I'll accept that 2h's are much more price-efficient at increasing dps, as long as you have enough IAS to maintain decent kiting
