He says it's not a dupe. So i assume there is a way to "farm" this particular item. It is know that the random generator is somewhat broken. There is a much higher chance to get the exact same item twice in the same game than what math tells us. Many people experienced it but I haven't heard of nayone that was able to reproduce it. If what he says is true and it's not a dupe, chances are you can somehow trick D3 into dropping this item.
