Nowhere in your article do they state any finalizations. They simply state intentions and ideal philosophies on the business practices they, at that time, publicly wanted to announce about Diablo 3. Philosophies and intentions during the production of a game do not amount to promises and finalized statements.

The only reason they have not finalized it yet is because they gatta work it out in other countries where it is normal to P2P games. Like Sc2 some countries can either buy it all for 60$ Or choose to P2P. I highly doubt they are going to make USA P2P.

Either way, It's not finalized and (while I doubt it will be P2P as much as I'd prefer it) just have to keep your hopes up on what you want for the game itself.
