You need 2,74 aps, 50cc+, 800 LoH+ 4-4,5k armor+, 650 all res+ to fully utilize power of shock-nado-shards build. Aim for those stats.

Can I mention something about the item? Please don't take offense. It's a nice item, however due to the fact that the LOH on it is insufficient to be the second piece of a ~800loh 2-piece set (i.e. ammy + bt pants = not enough loh), that roll is extraneous and it might as well be average damage. Avg damage, 9/9/50 ammies can be had for half bil on the US servers. So....that might be why If that ammy had ~400LOH it'd probably be worth the price you're thinking!
