Effective damage actually increased a little in tests versus Ghom. Versus multiple targets speed of 3,003 breakpoint is insane. Meteoring is so much easier, teleport sns is mega quick.
Funny thing is, we tested that wand on that wizard
http://eu.battle.net/d3/en/profile/Simba-2186/hero/8111104 and versus his wand it was just 4 seconds longer (42 seconds versus 38 seconds with socketed wand) despite on paper he went down from 370k with Glass Cannon to ~320k. Overall it was just a 10% epds versus single target decrease with obviously a lower tier wand, matching wand will probably show better or similiar results.
I will test ias wand and 3,003 aps breapoint little bit more, but for now, it's definitely better solution than critical damage wand if you are reaching 3,003 with ias one.
