with bp, it's almost impossible to snapshot properly as you need to keep hitting to proc bp and by hitting you're losing the snapshotted target. so snapshotting is really not workable with bp.
with coe, you don't need to hit more than once for fnr buff, and keeping the snapshotted target is a lot easier.
it's not about on paper simulation and numbers. it's about viability of actually achieving the numbers during actual situation in high grs.
bp just simply cannot deliver the dps in large group of mobs due to the icd and the way its stack reset during aoe hits.
for single target yes, bp build is potentially higher damage than coe build.
but for large group, bp simply falls behind if aoe disrupts bp procs.

The bolded part I don't understand, you don't lose the snapshot when attacking, you're just spreading it with SSS. Also you don't need to keep BP proc up when you're kiting the snapshotted mob to another pack.
Yes during this time BP will do less damage since it's not procced, but when you reach the next pack you'll start getting those again.
Problem with BP is that you cannot hit 3 times unless all of the mobs have palm or otherwise you'll lose the snapshot. So in this case yes, BP loses out by a mile.
