quick question:
the typical archon wizard uses triumvirate/zuni boots
6% fire
6% arcane
6% lightning
8% poison

so if i got a tal rasha amulet with 6% cold, would i be able to slow my enemies with my archon beam given that my weapon is black dmg?

no, your beam is arcane damage. You will be able to slow them with temporal flux passive though.

Theres my cm wiz. Just wondering(besides better lacunis) what i should look into upgrading next??

well, everything except lacunis to be honest. Gloves, amulet, ring - they all need to have ias on them. Stack ias untill you reach 2,74 attack speed. Add more LoH. Change those inna's pants to fat ehp Blackthornes. Add more armor where possible to have at least 4k armor.

You could get all 3 actually. They do cost alot more but it's possible :)

tonns more to be precise. And ones with vitality and all res/armor/loh are insanely expensive. That's why for all setups under 3-4 billion it's recommended not to buy trifecta rings unless they are an absolute bargain.

Looking for some advice on the best/cheapest way to up my dps. I've hit the 3.001 aps breakpoint, and have 47 cc (50 with scoundrel).

cheapest way would be adding similiar amulet but with the main stat. You actually need ehp more than damage in my opinion. Also cc is on the lower side. Dunno, really cheap wizard, you are probably on a tight budget. int/armor/5cc lacunis are quite cheap, trifecta gloves with main stat are quite cheap too.

Yeah, i am on quite the tight budget. I did manage to sell an unid witching hour for 21m so i now have about 30m, but I'm also working on gearing 4 other characters.
