I don't really get the aim of this. Is it really important ? Except additional damage ?

Hi, the use of Storm of Steel is not really focus on the damage, but on the Life on Hit. I have experiment a need to replace the lost of a very good tanking skill (CA in 1.03).
1) I tried going back to the conventional Warcry (Impunity), which I think it is back to square one with no improvements.
2) I have considered the use of Ignore Pain (Contempt for Weakness), but the cool down is atrocious, serve no meaning at all to aid tanking.
3) I realsie the trick in tanking is infact the natural ability of Overpower to be able to shorten its cooldown whenever a Crit Rate is detected. With the natural high crit rate of ww barbs, it makes Overpower very useful. I decided to explore in depth if there is really any runes that I can utilise to serve as a replacement for the Nerfed Crushing Advance. I tried The New Crushing Advance, it is atrocious! Can't even perform in Single Player!
4) I experiment with Killing Spree, things seems to improved a little in Single Player, but back to square one in Public games. I know I cannot give up and have to find a very good public Game tanking skill. Because It serve no purpose to claim your barb can steam roll Act 3 which in fact it can only do it in solo mode with a follower. Public games is a whole new different level, imagine out of 10 games, majority are noobs. I have seen many players with only 8k damage trying to farm together with us in Act 3 and refuse to leave. In the end, he kept feeding his character to elite packs, if not he is kiting like no tomorrow, not my area of control but it makes me wonder how is he managing his funds and gold effciently? Sometimes if you are that unlucky, all 3 players are kiters, leaving you alone to tank elite phasebeasts. My recommendations and specs allow you to have the room to tank all these elites alone in a 4-player game. Unless you can assure that most public players are top-notch, then sure, go ahead and have a lower spec barbarian.
(Hint: Speech targeted at thingstuff... I love to have a public game with him and see how his barb perform in public games).
5) I decided to explore the rune, Revel, in 4-player public games again with noobs, this rune sucks and cannot help the barb to tank.
6) I finally settle with Storm of Steel, I realise the axes thrown seems to allow some life return. 3 axes thrown equal 3 times of LoH. Not as powerful as the 1.03 Crush Advance, but at least it is something. I have since kept my dual-wielding weapons in my inventory, and reuse my Sword/shield build, back to olden days, tank barb ww build:

(It's like their underlings are even stronger than their End-Act Boss himself, totally the opposite of Diablo 2), and most public are players with 8k damage can caused a lot of time loss in farming for the team, have to use shield.
