I guess you drop sweeping wind if mystic ally will give 100% and can't cast cheaply now anyway

is it better to get all res or secondary res on a piece of gear? like say for pants

Secondary res is preferrable as long as you're using harmony passive.

Combination of both in my opinion. Once you're balanced with secondaries then all res is a nice option. I find armor is Meh so 200 secondary + armor doesn't make up for 125 all res.
