Every monk I've seen swears by LOH. That's not to say that it isn't viable, because it is. The problem people run into is that it's ultra expensive and one of the most sought after stats on a weapon. There are downsides to it though. It only works on your primary damage skill. For a monk, that can either be FoT, WotHF, or Crippling Wave. It does not proc on anything else. For me, a dodge/crit/aoe monk, that's a big deal. It is for that reason, I've decided to pursue other regen alternatives. Right now, my monk does around 22K DPS. He has 500 LOH, 500 LPS, and 3% LL. I've decided to use these numbers as an experiment in viability. It cost me a little dab of gold, but I wanted to see if it was viable to use AOE and LL together. It is.
A quick note: this test is highly subjective, as there isn't completely concrete data (quantitative) to support my theory. I'm only using what's available to me.
My backlash procs @ 10-12k per target. My sweeping wind 3-stack procs @ 7-10k per target. (10,000 * .03) * .2 = 60 life per proc, per target on backlash. (7,000 * .03) * .2 = 42 life per proc, per target on sweeping wind. My playstyle involves dashing strike into a huge group, then using FoT + Lightning to build my sweeping wind stack / additional dodge. The damage procs are pretty consistent and has involved me frapsing my runs and slow-motioning the vids to actually watch the ticks and life meter correlate. Not an easy process. Involved a lot of trial and error. Backlash does proc quite a bit with 70% dodge.
If I increase LL to 6%, the amount of life per proc, per target doubles. If I get to my goal of 50K DPS and 6% LL, I think my regen will be pretty solid. I'm ultimately trying to find a balance between LPS, LL, and LOH, instead of huge LOH only.
