he's offering contest with winnings, which encourages people to beg, which happens to also be against the rules.
It's just like offering a reward to someone who randomly bumps your topic or gives free bumps to your topic ... you're encouraging them to spam, which is against the rules, and thus your topic is illegal.
If it's an approved event, then the mediators/moderators can handle the reward giving appropriately and fairly, ect ...
as fo those idiots offering giveaways and other shit on their twitch or other site, that's an unauthorized outside link and their topics will be closed ... report the spam and move along.
