I don't know how to explain this to you any better...
I went into the game and to the AH. I then typed in Mempo of Twilight and went through EACH stat. I put a SINGLE preferred stat and hit search, then sorted by that stat (first to see the min, and then to see the max). After that, I would check the next stat.
Knowing that range gives me the MINIMUM and MAXIMUM it can have, as in, the highest stat would correspond with the highest affix that stat can roll, and the lowest stat corresponds with the lowest affix it can roll.
Blizz does not remove the middle affixes. If they allow Tier 1 affix, and Tier 3 affix of CC for example (Tier 1 in this case being the 5%-6%), then that item can roll 4%, 4.5%, and 5-6%. There is not a single item in the game that would be only capable of rolling 4% or 5-6%, but not 4.5%. The ONLY time they put that requirement is when it has a pre-determined stat such as Picks 1 of 2: 30-100 dex OR 170-200 dex.
So, yes, knowing the min and max for every random stat it can roll tells me EXACTLY which affixes it can roll. Like I said, the only way I would be wrong is if some of the affixes that overlap at the low end are included and I just couldn't find an example. That would actually ADD possible affixes though, and increase the rarity.
But you are right. I am not 100% sure on this. It is 1 in 639,540 or more to roll perfect, but it is not possibly any lower than that.
