I've being using this build for quite a bit now, and its working very well for me in inferno. This is a good survival/kiting build.
http://us.battle.net/d3/en/calculator/witch-doctor#aSUdZP!WZV!acZZaZThe problem with zombies bear and dart with splinters is that sometimes when you run into plague'd elite packs, they have very high poison resist. Which lets them tank an obscene amount of poison damage. With locust swarm searing swarm rune, you can deal huge DoT as fire. searing swarm also spread to as many targets as there are near your initial enemy. Its very useful when you encounter a large group of trash mob or can be used to significantly chip down most elite pack's health bar.
Switch out bears means there is far less mana problems, let's me swap out passives, and use pierce the veil for even higher damage as well as jungle fortitude for a bit of extra survival.
So play style is like this, run in with spirit walk, use soul harvest on mob, spit fire locust on one of the enemy and watch as fire locusts spread among the mob. Run back cast grasp of the dead to slow down mob (even more DoT), use splinters and pick them off one by one. If they aren't dead, by the time they get near you, your cooldowns for spirit walk and soul harvest should be done, so repeat it over and over till they are dead. If you take damage, soul harvest (siphon rune) will replenish your health.
/e: forgot to mention fetish army is a last resort, very helpful to divert damage away from you. Good for distracting particularly difficult elite packs. Fire locusts also makes short work of annoying fast moving trash mobs like lucuni huntresses.
