I know, it's based on proc coefficients. And it's not actually tempest I mean. It's inner fire while using tempest, which procs at the rate of the skill being used. Which for tempest is 3x your attacks per second, as long as there is mobs on the screen... Which also can only be hit by it at a max of 2 times per second each.
Some shit gets complicated.
