It adds X% elemental damage to your minimum and maximum damage on your weapon, so yes it adds DPS to your base damage and is not skill dependant. Also the game doesn't calculate in that damage when you compare items, so a WH that showed 5k more damage was actually a 3.8k loss compared to Inna's belt.

Crit Damage on your gloves for a trifecta, and use the Archery passive its 10% crit you really don't need custom engineering.

You are running a fast firing weapon you need to make up for its low damage with those stats first, then when you are getting into end game go for trifecta stuff that will give you both speed + hitting power.

You could easily get some high stat bracers with allres and a little less crit like I use, or change out gems to vit if inna's kills your EHP. Gem upgrades are underrated as once you got them you will ALWAYS have them since you can transfer to new gear.

Yes its good. It's not the best, but there is no such thing tbh. It depends on your build, play style, and budget. I think the best value vs performance is Rare Revenant bows with base crit + socket and desirable stats, they are also my pick for best end game weapon if you can find a GG one. Windforce is just a really nice survivalist weapon that gets nice static rolls but lacks the crit damage. Xbows and Manticores in particular are just for pure burst damage which is extremely useful in farming situations, the longer the fight lasts the faster other weapons catch up in effective dps. 1-h xbows are pretty bad UNLESS you can afford a good one and those are very expensive. I still am not a big fan but they are definitely effective and a viable end game choice.

Ditch your helm and grab a Socketed Andariels with 9asi and low fire for cheap, pick up either nat's ring/boots for the 2 piece bonus. Upgrade your gems starting with your crit gem in your bow. If you decide to keep using xbow's go for a 2 socket manticore.
