Just from what I've seen, I could probably use the higher block. I get hit quite hard/frequently, so I'm pretty much spamming my passives to keep my health up (Which is probably normal). Would I still be alright if my resists dropped down to the ~800 area if I have to sacrifice them for block %/+vit/+dex?

Alright and now I'm stuck at the beginning of siege breaker. I can't touch any elite packs with desecrator/plague/ or arcane. Arcane basically kills me in 1 second. Is this normal or am I missing something?

Absolutely untrue. Beams in a3 were hitting me for ~13-16k now they hit me for ~7-8k.

you didn't change your res? beams have been hitting me for about same respectively to the act. so A1 stayed same, A2 stayed same, etc.

Not drastically, no. Beams *definitely* do less damage now, by at least around 50% or so. It used to always hit me for 5 digits in a3, now only 4 digits.
