i agree with jin but the things i would upgrade first im not sure of ur budget though.
i say keep the shield for now til u can save up.
look for a armor/belt even if u lose dmg at least gain some life.
ur bracers id personally look for one with vita so u can get ur life up.
and dont be afraid to lose some chc. ur crit chance is at 41% mine only has 31% and does more than fine

I'd say no effect since the cc duration will cap out at 65%, the same as it is right now for elites.

if anything it helps wizards more? Gives the shittier geared ones a bit more time and allows a few more mistakes

I found a nice deal on an upgrade for my shield. I also had a Zuni's boots drop (low rolls), so I sold those, and with the gold i made, I am looking to buy a Tal Rasha's Relentless Pursuit.
