so why do people use EF in offhand? would any fast offhand do? I can't afford a good EF right now so would getting a good overall weapon be better?

People use ef in offhand because it seems to proc the fear less.
Weapon choice is up to you, you will have more dps with a nice EF over a nice rare/cd/dex/ls/os but less friends (no one likes chasing after everything)

i only have like 230m left so i can't even get an ef with a socket/crit and ls lol.

Best skill to use when using EF is Cyclone Strike - Implosion.
When I see a Monk with EF and using Cyclone Strike, I give mad respect to the person,
but when I don't see Cyclone Strike anywhere, I immediately hate them even before they start playing XD
