Yups, the difference is like... 4s vs. 4.3s CD... worth it? Not me to decide.
The only major CDR breakpoint I tried to reach once was 38.68 for easily chained Smoke Screen, running a 70disc setup.
I'm fine with the 12.5+10+8 without giving up anything important... ok, 8cdr vs. 90-100all res... is fine.

9% damage
688 Dex
With that, my total attackspeed totals up to 1.76

Here's the stats of the pus spitter.
2510.8 damage
1098-1328 damage(Damage can be rerolled to about 150 more damage)
10% damage
711 Dex
645 Vit
Total attack speed: 1.39

Personally wouldn't use gift on either of those items and wait for a better item - you never know one a good one might drop.
