What sort of EF should I expect in the 200-400m range? I see some folks prioritizing Dex/Vit on it, obviously i want a low fear %. What am I looking for in the best kinds of EF?
I also find it a little odd that I should keep BF vs BOH. CC is nice, and this build would work in a group also. But it seems to me that consistently, BOH ought to be better dps.
Since its probably true that BF is better dps/utility than BOH (since you recommended it), the next decision is BF vs. serenity. Well now, I use blind more of an "oh crap" button for CC versus a damage buff mid-fight, so i can see living ok without serenity. I am working on crafting some better gloves for more EHP (since their dps is so bad) so I should do fine without serenity. I basically use this build to farm middle-range MP's for keys, and do MP8ish ubers.

Ideal weapon set up:
Slow rare + EF
Fast rare + WKL
Fast rare + Fast rare
Obviously, this all depends on your gear set up, but it's generally like that.
If you are fine with Fear procs on EF, it's an awesome weapon for sure. But the good ones are very expensive, especially with with either lifesteal or base cd on it.
As for the blind vs boh, it really depends on your playstyle. For solo, I always go blind. I don't use owe, so i can go beacon/combo/sti, with beacon, blind has larger edps than boh.
But for group runs, which is the only thing that I do these days, I prefer boh or cyclone strike with soothing rune with guiding light for group dmg boost which is huge.
