Did more testing with puzzle ring on follower.
The 15min goblin cooldown applies to current area you are in.

Vota > Ruined Cistem (beside Path Oasis waypoint) > KW > Black cannon mines
4 different areas done in 10mins and goblin spawned in each area.

Just some extra loot.

More like extra chance of getting DEs or gems. These goblins seem to drop only crap items.

Well, if you craft similar bracers with double res, you can drop the all res on inna's pants and go for more dex or vit.
