Stalker is really for people who can't afford Lacuni Prowler's.
I don't think Hex is all that great, especially with the raw damage rune because it's only affecting one target a time.
Gargauntaun is probably a good place to start, and with Grave Injustice it's pretty much a ~30 second CD 3 second stun that provides a lot of independent damage.
Jaydo, are you sure it's a 20% damage bonus additively to the default 10% damage bonus? The way it is written I always thought it was just a flat 20% damage increase isntead of 10%.
After a little research it seems that the 25% cap is only applicable to gear bonuses, and that skill bonuses can further increase your movement speed.
However, only skill bonuses that provide temporary movement speed increases (IE Horrify: Stalker) will stack past the 25% cap, but skills that are passive persistent bonuses (IE Hot Pursuit) will not stack past the cap.
