though in the sense of vrs other options it might not allways be the best choice, but in a general sense it does increase edps.

That's what I thought to. It still makes sense for mid-lvl geared monks to some extent.
But for guys who are geared well enough to facetank +90% of everything on high mp games including arcanes/reflect/molten/plague, it actually brings down the EDPS significantly by choosing Serenity over other dmg buff skill.
I've tried using Serenity for some full party mp10 games with friends just for fun. Used probably 3 times over the course of 30 mins run. I could have buffed my dmg by +15% permanently for the entire run. Or I could have used palm that deals crapload of dmg whenever it blows up.
And with builds like Speed Palm, you get to enjoy the extra 15% as / 15% ms on top of the ms cap. So you are basically running around at 39% ms all time. The only thing that makes me to move around is Frozen. Everything else, I can pretty much tank with my Dual LS non EF set up (210k unbuffed).
So, even for frozen, with blazing fist ms bonus, it takes not even 1 second to kite out and tclap back in.
This is the same reason why I've been telling all my monk friends to find a way to drop the OWE passive, since freeing up that passive slot makes you very creative in terms of passive selection.
If two monks are geared about the same, one without OWE will pretty much always have higher EDPS than the one that's stuck with OWE.
Couple seconds of invincibility vs. easy permanent +15% dmg buff to your monk. Choice is yours.
But I guess if you are forced to use Serenity a lot of times in fight, you should take that. That's probably better in terms of edps.
