Level 70 is not max level. It's all about paragon level growth past 70. So no, that's not all it takes.

So all of the content prior to reaching max lvl is not relevant? And all of that great story? Perhaps they realized it's shit and have given up on this game.

D3 has non account bound items, services can be done, items that become account bond can also be traded.
