No.
If Act 3 has bonus above it, you can complete all acts, and turn in according to bonus.
If Act 4 has bonus, you must leave a bounty unfinished in act 3.
If neither Act 3 or 4 has a bonus, you must leave a bounty unfinished in act 3.
When the act bonus moves to Act 3 as you turn in, complete the A3 bounty, then turn in the quest.
