Yes, pretty much. But I guess it boils down to what you prefer (DPS or Cost reduc).

Well, not really.

If you have 10 RCR from paragon points and 40 from your weapon, then you have 41% actual RCR. If you add 8 more, then you have 45.6, and if you only added 4 more, then you have 43.3.

It's literally not possible for you to realize the difference between 43.3 and 45.6 actual RCR.

Use the one that gives more damage (and toughness from str). Salvage the other one.
