Yea but the dps of the weapon would be higher if he kept the ias and rerolled the base damage to perfect. But as said above it depends on what skills you use. For example if you use whirlwind and have a adequite amount of fury regen i would keep the ias. Because faster whirlwinds means more damage and life steal if thats how your character is set up.
