ex. lets say you have 10k dext and 20% fire atm
now we'll add 1k dext:
=(1 + Dext * 0.01) * (1 + Fire * 0.01)
=(1 + 11000 * 0.01) * (1 + 20 * 0.01)
=(1 + 11) * (1 + 0.2)
=12 * 1.2
=14.4
now well add in 20% fire instead of dext:
=(1 + Dext * 0.01) * (1 + Fire * 0.01)
=(1 + 10000 * 0.01) * (1 + 40 * 0.01)
=(1 + 10) * (1 + 0.4)
=11 * 1.4
=15.4

Fire > Dext.

I would likely choose dex.

It is dependent on other factors but the damage difference between dex and ele damage isn't worth the loss in toughness imo.

That said, that's not always the case.
