The graphics card can't be the problem, I was running D3 before without any problems on the same PC with the same graphics card.
Anyways, here is the speccy screenshot as requested:

It can be, especially with the driver updates. What is Ur current driver version? A lot of people that have the same problem with the same gpu as u fixed their stutter /choppy issues with the driver version I mentioned earlier.

Np, just make sure u fully remove your previous driver before you install the version I mentioned.

1. Is the lag you speak of latency lag (i.e. game is running smoothly, but monsters don'y move or attack and everything is standing still) or is it visual lag (i.e. you cast a spell and it jumps or has visual glitches)? This will answer the question whether it is hardware or your internet connection.
2. Your Video card is technically fine.. I have the same one, GTX 560Ti, works flawlessly at max settings, but it could be your driver causing the issue. Uninstall old one and reinstall updated one.
3. Lower your graphics to the lowest setting. I am not saying you have to play with these settings, but if you no longer experience visual lag, you will know it is your video card/RAM/CPU.

Is this a laptop? Are you running in some sort of power saver mode? This can scale back the GPU to a slow crawl. Are you plugged into a wall socket?

Only issue I see with that wall of text is the graphics card. Google the graphics card + d3 and there is page after page of people having issues with lag and crashes.

Like they said above, drivers updates or a setting that was changed along with this would be an issue.
