@Althares: I've considered that actually but the new Zuni rings I've seen on AH don't seem to have IAS rolled into them. Or rather, I havent seen the new Zuni pox rolling quadfecta stats: int, cc, cd, IAS all into one ring.
If they did, I probably wouldn't hesitate to get one immediately and switch over to the old Zuni boots. In fact, that would be the ideal scenario. Then again, a full 3 piece Zuni set with quadfecta Zuni pox would add quite a fair bit of eHP to my toon which is another tempting alternative as well.
Another thing to note is that the all out paper DPS only build sounds pretty interesting if all it matters is DPS on paper: e.g. ANDARIEL's VISAGE/MEMPO TWILIGHT, LACUNI prowlers, TAL rasha's chest, old Zuni boots, witching hour, vile ward. These items will probably allow me to reach 300k unbuffed DPS with ease but that also means that I'll be dying to stray shots from trash mobs.
Below are just a few Chest and Boots combination that I've thought through extensively when I was upgrading my wizzy.
TAL RASHA + ICE PICKER = avg 600 int, 9% IAS, lower VIT, lower AR, no MS
TAL RASHA + FIREWALKERS = avg 550 int, 9% IAS, Lower VIT, lower AR, + MS
TAL RASHA + OLD ZUNI= avg 500 int, 15% IAS, +6% poison DMG, Trash VIT, Non existent AR, + ms
OLD ZUNI VS + OLD ZUNI= avg 580 int, 6% IAS, +6% poison DMG, lower VIT, low AR, +ms
NEW ZUNI MW+ NEW ZUNI= avg 690 int, +7% poison DMG, highest VIT, HIGH AR, + ms and possibility to stack even more VIT and AR + Set AR with a quadfecta ZUNI POX.
The higher int also marginally adds more base AR and raises my overall base DMG and that allows me to lose some defensive stats on my belt for a witching hour that rolls high int and max IAS + CD.
As you can see, every combo has their pros and cons and I think TAL rasha's with ice pickers would be a pretty decent combo. The TAL rasha's + old zuni's would give probably the most On sheet DPS but the lack of VIT, AR and lowest int means that you probably got to find VIT + AR elsewhere in other armor pieces and makes it hard to balance out your character since the addition of a vile ward and witching hour belt would see you plummet from glass cannon to paper cannon.
In short, we can't simply look at single armor pieces but rather the overall big picture isn't one to be missed so as to make future upgrades possible as well as balanced. IMO, synergy is a key factor to every solid build and I find that the hardest to achieve when you start hitting higher DPS levels.
