The way I would view this is that it increases one of these parts of the calculation. You could view it as a 10% increase of primary stat or 10% increase of weapon damage.. Which doesn't matter since all is multiplied together...
BTW you dont need to take any thoughts where or when you aply the 10% bonus in your math
the current math of DPS is only in faktors
so use your DPS you got currently on your char if you dequip one of the rings
lets say 30k
then the ring increases your dmg by 3k
if oyu wane compare that to your main stat
DPS * Main Stat * [(1- Kritt) + (Kritt * Kritt DMg)] = Real DPS
