if you have broken promises cubed, or you are wearing one, you dont require Crit chance.

Both seem pretty viable
I use the broken promise spec, allows me to stack more cdr/vit/recovery on my gear (nn for chc)

Broken promises monk has a lot more toughness since you don't need CC, but it doesn't do nearly as much damage as you can with convention of the elements. I see broken promises as more of the starter build and CoE as end game. The higher dps is what you want for a group and also what's needed to push a higher solo grift.

Crit builds do more damage.
Seem more reliable and faster to use
