For the loot drops in the black market, what is the best quality you can get?

I've gotten two legendary attachments and an epic camo. My question is, which is "more rare" so to speak..

Is it...

Common
Rare
Epic
Legendary?

Or are the last two flip flopped. Thanks m8s
