If you mean GB, yes.

If you mean HQ Comp, yes.

If you mean PC GB, yes.

If you mean PC HQ Comp, yes.

by comp i mean where u play vs ppl for money and tournaments

If you're playing LAN, you can't use PC and mouse....

You can't use a mouse on console. You can use a keyboard to type messages if you plug it into a controller slot. But if you're wanting competitive cod for xb1 and ps4 online then "umggaming" and "gamebattles" are the websites you'll need. Possibly a mainstage games account if you feel like playing their tournys. As for LAN.. Well going to events costs money obviously and a team pass for 4 people is 175-250 dollars roughly I would start with local tournaments if you can. As for how to find them try googling your area and seeing if anybody's posted about them on the internet. If that doesn't work, show up at a LAN center if you have one and ask who runs what and when. You won't get far in comp cod without teammates. but you can still enter local free for alls. Those are usually the lightest of the lite, your lucky your not TX, in my state I have crayons, bevils, ViBeEz, juggonometry, little waste, FaRR, mandatory murda,ect ect tx got mad kids that show up to locals
