Does anyone know if I will be able to download the game at midnight in my timezone if I pre-ordered the game or do I still have to wait until midnight in steams timezone?

I would imagine you're allowed to, but considering how many people will be doing the same thing, there might be delays.

There should be a pre-load coming up shortly.. if not then the answer to your question is yes.
