Anyone know how this works for sure? Everything I see says you have to get a perk bottle from witches after already having 7 perks

DOING THE EASTER EGG GIVES YOU ALL PERKS PERMANENT UNTIL GAME ENDS
EVEN IF YOU GO DOWN AND BLEED OUT
YOU WILL COME BACK WITH ALL PERKS AGAIN
